Civilianization

The Coalition nations have been trying to convince the Afghan Ministries of Defense (MoD) and Interior (MoI) to hire more civilians in key departments in order to professionalize the respective ministry bureaucracies. The effort has been long and slow in implementation with the Afghans dragging their feet. In those instances where civilians have been hired there are numerous reports of corruption reported.
