The military community uses a multitude and variety of terms, phrases, and expressions in its vocabulary. This is especially true in the Afghan theater of operations. Some terms, phases, and words are formal in nature while others are derived from common usage. This glossary is intended to assist those new to the Afghan theater or others unfamiliar with terminology or slang used by those working or serving in Afghanistan.

JAARS. Joint After Action Reporting System.

JACC. Joint Airspace Coordination Center.

JADL. Joint Advanced Distributed Learning. A NATO web-based e-learning tool found at Some online courses are required by European MATs and PATs heading to Afghanistan; but not all deploying personnel actually do the training. If no one checks asks to see your completion certificate; why do it?

JADM. Joint Direct Attack Munition. A really accurate bomb dropped from the air.

JADOCS. Joint Automated Deep Operations Coordination System.

JAF. Jalalabad Air Field.

JAG. Judge Advocate General. An army legal team or person.

JALLC. Joint Analysis Lessons Learned Center.

JANIB. Joint Afghanistan NATO Inteqal Board.

JARB. Joint Acquistion Review Board.

JATT. joint Analysis & Lessons Learned Centre Advisory & Training Team.


JAWD. Joint Attrition Working Group. One of the many ad hoc organizations formed by ISAF / RS HQs to try and stop the personnel losses of the ANA and ANP. Instead of working to replace bad leadership in the MoD and MoI - the Coalition is concentrating on "systems" and "processes". Unfortunate.

JBAD. Slang for Jalalabad.

JC. Joint Commission.

JCB. Joint Coordination Board.

JCET. Joint Combined Exchange Training.

JCISFA. See Joint Center for International Security Force Assistance below.

JCMB. Joint Coordination and Monitoring Board.

JCMIC. Joint Civil Military Information Center.

JCMOC. Joint Civil Military Operations Center.

JCOA. Joint Center for Operations Analysis.

JCS. Joint Chiefs of Staff.

JCTL. Joint Coordination Target List.

JDAM. Joint Direct Attack Munitions.

JDN. Joint Doctrine Note.

JEL. Joint Effects List. A hit list of high value insurgent targets.

JEWG. Joint Effects Working Group.

JFACC. Joint Force Air Component Commander.

JFC. Joint Force Commander.

JFCBS. Joint Forces Command Brunssum.

JFLCC. Joint Force Land Component Commander.

JFO. Joint Forward Observer. See Close Air Support. SFAATs are supposed to have at least one JFO; some don't.

JFSOCC. Joint Force Special Operations Component Commander.

JFTC. Joint Force Training Centre. Located in Bydgoszcz, Poland; the site of staff training for the multi-national forces of NATO. JFTC also provided training for the staffs of Regional Command North (RC North) and the ISAF command and staff for Afghanistan. With the beginning of Resolute Support Mission in Afghanistan advisors and staff for RS HQs is trained at JFTC starting in late 2014 and early 2015. JHOC. The USAID provides instruction on international disaster relief operations in its Joint Humanitarian Operations Course.

JICA.  Japan International Cooperation Agency.

JIDA. See Joint Improvised-Threat Defeat Agency below.

JIEDDO. See the Joint Improvised Explosive Device Defeat Organization below.

Jihad. Muslim Holy War.

Jingle Truck. An Afghan (Central Asian) truck that is brightly decorated with colored paintings and designs and sometimes adorned with bells.

JIOC. Joint Intelligence Operations Center.

Jirga. A meeting of Afghans (bigger than a shura); usually involving high-level officials and citizens. Some jirgas are held to resolve disputes and have an ad-hoc membership. The Meshrano Jirga is the upper house of the Afghan parliament. A Loya Jirga is similar to a grand traditional assembly.

JLC. Joint Logistics Center.

JMD. Joint Manning Document.

JMRC. Joint Multi-national Readiness Center. Located in Hohenfels, Germany and the training location for U.S. and other European units conducting pre-deployment mission training prior to deploying to Afghanistan. Reportedly JMRC trains up the advisor teams better than JRTC. Just saying what I heard.

JMTC. Joint Multinational Training Center, Hohenfels, Germany.

JOA. Joint Operations Area.

JOC. Joint Operations Center.

Joe. A term used for a younger Soldier. "Make it Joe-proof". "Write it so Joe will understand it". "Don't let Joe near it, he will break it".

JOG. Joint Operations Graphic.

JOIIS. Joint Operations Intelligence Information System.

Joint Center for International Security Force Assistance (JCISFA). JCISFA was established by the Secretary of Defense Donald Rumsfeld in 2006. This center is the U.S. Armed Forces focal point for SFA and has worked within DoD to define SAF and integrate SFA concepts and capabiltities into Joint Doctrine. See

Joint Improvised Explosive Device Defeat Organization (JIEDDO). This organization first stood up in 2003as the Joint IED Task Force. It was later redesignated Joint IED Defeat Organization and finally replaced with the Joint Improvised-Threat Defeat Agency in 2015.

Joint Improvised-Threat Defeat Agency (JIDA). The Joint Improvised-Threat Defeat Agency was established in 2015 and replaced the Joint Improvised Explosive Device Defeat Organization (JIEDDO).

JOPES. Joint Operations Planning and Execution System.

JOSPC. Joint Officers Strategic Planning Course.

JP. Joint Publication.

JPEL. Joint Prioritized Effects List.

JPG. Joint Planning Group.

JPRB. Joint Program Review Board.

JRSOI. Joint Reception, Staging, Onward-movement, and Integration. What happens when a unit or individual arrives in country.

JRTC. Joint Readiness Training Center. The place where SFAATs learn to be advisors in 8 days at the "Advisor Academy". Okay, . . .  I am sure that is working just fine.

JS. Joint Secretariat of the APRP.

JS. Joint Staff.

JSAP. Joint Staff Action Package.

JSCP. Joint Strategic Capabilities Plan.

JSOA. Joint Special Operations Area.

JSOACC. Joint Special Operations Air Component Commander.

JSSP. Justice Sector Support Program. Unfortunately there is little appetite on the part of the Coalition (and Afghans) to investigate corruption. The United States talks a big game about curtailing corruption but the facts are they are doing very little to stop it.

JTAC. Joint Terminal Air Controller. A JTAC can be an Air Force air controller or an Army Air controller. A JTAC coordinates Close Air Support.

JTF. Joint Task Force.

JTL. Joint Target List.

JTTP. Justice Training Transition Program.

JUONS. Joint Urgent Operational Needs Statement.

JVB. Joint Visitors Bureau.

JWC. Joint Warfare Centre (NATO). Located in Stavanger, Norway. NATO conducts staff training for the staffs heading to IJC and ISAF in Afghanistan. The ISAF training event is designed to train, rehearse, and contribute to the overall preparation of standing headquarters and individual augmentees for ISAF Troop Contributing Nations.
